Xaela Tribe Locations
This information is speculative, based on tribe descriptions, NPC locations, and in-game dialogue. Parentheses contain specifics. It is by no means conclusive, and is subject to change. The four categories are based on the language used in the tribe descriptions to denote where a particular tribe lives.
Steppe Tribes
Bayaqud (a Bayaqud child is mentioned as being in Reunion; the Bayaqud are mentioned as having destroyed a Kahkol tent in quest text; said to be from the steppe's "western edges" in the tribe description)
Bolir (a Boliri girl is one of the children you find in Reunion for a quest)
Buduga
Malqir (western Steppe, per the tribe description)
Noykin
Olkund (central Steppe, per the tribe description; involved in a quest as adversaries of the Oronir)
Dazkar (NPC in Reunion, implied to live in the Steppe in the tribe description)
Oronir (play a heavy role in MSQ)
Oroq (the "inner grasslands," per the tribe description)
Qerel (involved in Warrior questline)
Uyagir (reside in limestone caves on the northern edge of the desert where it borders the Steppe)
Dotharl (play a heavy role in MSQ)
Hotgo (were massacred by the Dotharl, and presumably occupy the same space as they)
Sagahl (diet consists of Steppe shrubs and vilekin)
Mol (MSQ, though presumably the gods may have told them to go elsewhere at some time)
Goro (one is met during a quest in Reunion, and horses are most commonly found on the Steppe; encountered in the Dataqi fates; mentioned as flocking to a certain stall in Reunion)
Gharl (MSQ; may travel outside the Steppeland as well)
Geneq (whistles and clicks used in their language resemble cloud- and wave-kin of the Steppe, so they probably reside there)
Horo (called steppedwellers in the tribe description)
Himaa (Himaa twins are involved in a quest in Reunion)
Qalli (known as songbirds of the Steppe, per the tribe description)
Qestir (run Reunion--possibly sedentary?)
Kahkol (trader in Reunion is Kahkol; a destroyed Kahkol Iloh can be found in-game in the Steppe; however they may travel to other places since they are a tribe of orphans and refugees)
Dataq (cover more ground than other tribes, so entirely possible that they go between regions)
Gesi (there is an entire questline concerning them in Reunion)
Ugund (encountered during the Dataqi FATEs)

Angura (northeast, far enough into the mountains for glaciers)
Arulaq (a secluded valley in the north)
Khatayin (mountains and mountain edges--descend into the Steppe during a FATE)
Ura (mine mountain ores, descend to trade; one can be met in Reunion)
Coastal Tribes
Mankhad (coastal, per the tribe description)
Haragin (per tribe description)
Jhungid (they are referenced in the questline in Reunion involving the Gesi, so certainly known in the Steppe, but their annual battle with the Kharlu determines control of an area of eastern coastlands, so possibly semi-coastal)
Kharlu (occupy the same area as the Jhungid)
??? Unknown
Adarkim (Adarkim Warrior is a quest giver in Reunion, but otherwise never seen in the part of the Steppe we have access to, despite being the largest tribe)
Avagnar (defeated by Adarkim, so probably from wherever they are)
Borlaaq
Dalamiq (inner river tribe, village on an islet--where on the river? presumably not the part of the Steppe we see, since the rivers there are quite small)
Iriq (from wherever the Borlaaq are)
Tumet (children tied to trees--not many trees on the Steppe. mountain tribe? then again, description says A sacred tree, so perhaps just one tree)
Dhoro (elusive tribe--maybe mountains, easier to hide? definitely one settlement in the Steppe)
Orben (another inner river tribe)
Ejinn (river tribe, but where)
Kha (contact with outsiders, live on the fringes of Xaela land)
Moks (spread out, possibly multiple areas)
Malaguld (accepts Raen--steppe or coastal? closest to Doma/Ruby Sea)
